Here we will examine the limitations of population and how to yield 17 billion people of 100% flexible social culture for the purpose of increased sustainability and understanding of the social inflexibilities that limit population and sustainability and applying them.

How do we fit 17 billion people in this building?
It can be done. This man wants less than 1 billion people on earth. That is one solution.
If these people each produced 17 tons of toxicity, that would be ~equivalent to 17 billion people each producing 1 ton of toxicity. Proposing a population of 1 billion is like saying that a car can only go 25 miles on a gallon of gasoline. Some go 150. Some go farther.
Humanity can go farther. Earth can go farther. We can do this using newer technology from astronomical energy sources and which does not pollute. Associating these technologies and new systems with industry, commerce, transportation, agriculture, and updating our society's methods and lifestyle to these technologies will spare us quite a lot and leave room for fantastic and healthy ecosystems and more greenspace. No mass killing of humans is necessary.
The ability to do so physically is doubtless. The social update is the only hurdle. How to approach it? It is helping people realize that new ways are possible and good.
